KCC announced the core challenges for the year 2024.

◈ Creating the Foundation for Innovation-led Growth: Craft AI User Protection Norms and create a fair competition environment for media
◈ Reestablishing the public nature of the media: Enhance the reliability of broadcasting, communications, and media and public nature and public interests of media
◈ Realizing a digital companion society: Build a healthy digital environment and strengthen the response against illegal digital harmful information

The Korea Communications Commission (KCC, Chairman Kim Hong-il) announced the operational plan for the year 2024 with the theme of "trusted and innovative global media powerhouse" on Thursday, March 21.

The KCC will focus on the three core challenges to realize a "trusted and innovative global media powerhouse" regarding the changing media environment, such as increased citizens' demand for social responsibility in media as digital media widely spread to everyday life.

It especially plans to center around user protection against the adverse effects of new digital services, including AI. The commission will work on the legislation of the "Artificial Intelligence Service User Protection Act" (tentative name) to ensure the trust of artificial intelligence services and protect users from adverse effects. It also plans to mandate watermarking for AI-generated content and make a dedicated reporting channel for AI-related damage recourse.

1. Creating the Foundation for Innovation-led Growth

The KCC establishes a system of norms to protect users from new digital services, such as artificial intelligence, metaverse, and platforms while proceeding with the media legislation to encompass new and legacy media by organizing scattered media regulations in different laws and to support sustainable growth of the media industry.

To ensure broadcasters' stable business operation, it will expand the time validities of license and approval. It will also improve broadcaster ownership and concurrent business regulations, programming regulations, and advertising regulations to resolve the regulation imbalance between broadcasting and OTT services and elevate competitiveness in the broadcasting industry.

In addition, the commission will promote competition by abolishing the Mobile Device Distribution Improvement Act to reduce communications expenses and make the user-oriented communications market by inspecting law violators, including telcos, sales stores, and MVNOs that induce users to subscribe to expensive plans.

Furthermore, it will conduct a fact-check inspection over OTT platforms that allegedly violate prohibited acts by recently changing subscrption fees. The commission also intends to review the inconveniences associated with signing in and using both app and web services, particularly in high-traffic areas like shopping, to ensure the safety of platform users.

2. Reestablishing the public nature of the media

The KCC will come up with a comprehensive measure against disinformation and fake news to prevent disinformation and fake news from spreading and minimize the damage. It will also craft a guideline regarding monitoring, report processing, and technical and administrative measures to facilitate the self-regulation of platform companies.

The commission will strengthen an assessment of the impartiality of broadcasting when providing re-approval and relicense to broadcasting business operators, while reinforcing sanctions, such as a score deduction during broadcast evaluations on broadcasters repeatedly violating review regulations, including by airing false, deceptive, misleading broadcasts.

While pushing for the establishment of special legislation to integrate the broadcasting of disasters system, efforts will be made to expand the scope of inspection (from 10 companies to 36 companies) for critical broadcasting facilities and regularize safety checks, thus strengthening preparedness for broadcasting disasters.

While actively supporting the establishment of a separate collection of licensing fees, plans are also in place to continue reviewing measures to enhance transparency, such as separating accounting related to license fees and disclosing usage details, to improve public trust in public funds.

Moreover, efforts will be made to expand free access to EBS's middle school premium services and online content, aiming to reduce private education expenses. Additionally, there is a commitment to increase support for the production of public-interest content, such as educational broadcasting, local and small-scale broadcasting, and traditional Korean music broadcasting programs.

3. Realizing a digital companion society

To protect the digitally vulnerable, measures are being taken to provide overseas Koreans with a passport-based identification method, and efforts will be made to improve the process of identity verification for children under 14 by enabling online access to family relation register by identity verification agencies.

The KCC plans to expand tailored TV support for individuals with visual and hearing impairments (from 20K in 2023 to 32K in 2024), while also broadening the scope of support for online content (VOD) production for disabled broadcasting. This expansion extends from current terrestrial broadcasters and a program provider that engages in general programming (general programming PP) to include a program provider that engages in specialized programming of news reports (news reports PP), aiming to enhance media accessibility for marginalized communities.

Furthermore, the commission plans to enhance protection for users of artificial intelligence services by introducing watermark requirements for AI-generated content and establishing dedicated reporting channels for AI service-related damages. Additionally, efforts will be made to shorten the period (from four hours to more than two hours) for platform service to notify disruptions and strengthen the requirements to become domestic agents of global business operators, all aimed at fostering a healthy digital environment.

In addition, it will enhance responses to digital illegal and harmful information proliferation, such as narcotics and gambling, by shortening the deliberation period of the Korea Communications Standard Commission. This aims to swiftly delete and block new types of illegal information, thereby strengthening measures against digital illegal and harmful content.

The KCC plans to develop the '6th KCC Vision and Policy Tasks,' which will outline medium to long-term policy directions for the broadcasting, communications, and media sectors.
