Victim of 14 Unauthorized Lines Opened Due to Identity Theft While Searching for Part-Time Job The Communications Dispute Mediation Committee (Chairman Ku Jong-sang) under the Korea Communications Commission (KCC, Chairman Kim Hong-il) has issued an ex officio decision of mediation. This decision aims to quickly address and prevent the recurrence of a case where a third party, posing as an employer, used the applicant's personal information to open a total of 14 business internet phone lines without authorization. Measures include withdrawing the imposed fees, halting debt collection activities, and preparing system improvement plans. The applicant provided a copy of his bank account and ID photo to a person named Kim, anonymous, posing as an employer, during the process of applying for a SIM card packaging part-time job through a part-time job-seeking app. Subsequently, the applicant found that three mobile phones were opened under his name without authorization, which was then used to open 14 business internet phone lines. The applicant expressed the intention to submit various circumstantial evidence, including a "Fact Confirmation of Incidents" to the respondent's customer center. However, the report was refused based on the company's internal regulations, and the debt collection was proceeded with and even a payment order from the court was sent. In response, the respondent stated that in cases of identity theft for business internet services, the process to recourse can only begin if a final court judgment is provided. The Mediation Committee referred the case to the Ex Officio Decision of Mediation Subcommittee, considering the additional evidence of identity theft and the ongoing potential for the applicant's mental and financial damage. The Subcommittee paid attention to the possibility of forgery of the application form, noting the handwriting on the form, voice comparison of recorded files, and unauthorized use of the ID photo and identity to activate phones. Following the ex officio decision of mediation of the Mediation Committee, the respondent re-evaluated the applicant's identity theft case and internally concluded that the concerned contract was indeed the result of identity theft. Consequently, the respondent decided to actively review the withdrawal of the charges for the 14 lines, halt the collection activities, and prepare an improvement plan for the address process for identity theft. The KCC plans to actively utilize the ex-officio decision of mediation system under Article 45-6 of the Telecommunications Business Act to promptly address user damage and continuously urge improvements in the procedures for addressing identity theft damage. ### The Korea Communications Commission |
