KCC (VICE CHAIRMAN LEE SANG-IN) CONDUCTED A FIELD INSPECTION OF KT TO PREVENT ILLEGAL SPAM MESSAGES THAT CAUSE INCONVENIENCE TO THE PUBLIC

Vice Chairman Lee Sang-in of the Korea Communications Commission (KCC, Chairman Kim Hong-il) visited the Internet Data Center (Mok-dong IDC 2) of the KT Cloud to inspect the status of blocking and response of transmission and reception of illegal spam messages.
Recently, the public has faced economic damages, including phishing messages of false notification of someone's death and smishing containing malicious URLs, which leads to information leakages, money transfers, and transactions.
Accordingly, the Vice chairman visited the field to review the technical and management responses of KT, a leading communications business operator that provides wired and wireless telephone services and large volumes of SMS transmission service, to reduce illegal spam messages and listen to complaints.
KT has launched and operated the Task Force to eradicate illegal spam messages to overhaul its customer management system since September 2023. On the inspection day, it presented recently-introduced AI-based spam message filtering technologies and announced that it is putting proactive efforts to decrease spam message reports.
Vice Chairman Lee asked for efforts to reduce international outgoing spam messages, including through strengthened AI functions in international outgoing filtering systems and collaboration with overseas business operators, as the number of illegal spam messages sent from foreign countries recently has increased, which evades domestic regulations.
In addition, he highlighted the importance of cooperating between the government and businesses to block illegal spam messages to respond to fraud crimes against working families, as mentioned in the voice phishing TF pan-government meeting hosted on Tuesday, February 6.
The Vice Chairman also stated, "The KCC will continue to strive to prevent inconvenience and economic damages caused by illegal spam messages." and encouraged KT to work with it as it provides communications services, such as wired and wireless services and large volume message transmission, which are essential services for the public.
The KCC will proactively push forward with policies to prevent illegal spam message transmission by coming up with self-regulation measures and the amended Network Act, including stricter criteria for large-volume SMS transmission business operators to enter the market, and forgery and counterfeit verification before sending large volumes of SMS.
