Title EASIER AND MORE CONVIENT ACCESS TO KOREAN DOMESIC ONLINE SERVICES FOR OVERSEAS KOREAN RESIDENTS, WITHOUT THE NEED FOR KOREAN CELL PHONES AND VISITING OVERSEAS MISSONS

Various certificates will be issued easily and conveniently, with the launch of a pilot service for contactless identification system for overseas Korean residents (Overseas Koreans Certificate Center).

The Korea Communications Commission (KCC, Acting Chairperson Kim Tae-kyu), the Overseas Korean Agency (OKA, Commissioner Lee Sangdeok), the Ministry of Science and ICT (MSIT, Minister Yoo Sang-Im), and the Presidential Committee on Digital Platform Government (DPG, President Kim Chang-kyung) announced the opening of a pilot service of Overseas Koreans Certificate Center, starting from November 28 to enhance the accessibility and convenience of Korean domestic digital services for overseas Korean residents.

A contactless identification system for overseas Korean residents (Overseas Koreans Certificate Center) was developed based on electronic passports. The system is based on the results of discussions between organizations, and presentations for private business entities and others, which have been held since the Memorandum of Understanding was concluded on March 11, 2024 with involvement of multiple organizations.

Overseas Korean residents have suffered from a digital divide, as they previously had to travel long distances to overseas missions to obtain financial certificates before using Korean domestic online services. Furthermore, even with certificates issued, they were required to go through the identification process using local Korean cell phones to use actual services. However, overseas Korean residents can now undergo the online identification process after obtaining certificates for overseas Korean residents by using a contactless method via a private application, provided they are registered as an overseas Korean resident, possess a resident registration number, and hold a valid electronic passport.

Case: A Korean surnamed A has recently migrated from Korea to overseas. He had to pay a monthly fee for keeping his local Korean cell phone activated in order to use Korean domestic online services, even though the phone was unnecessary. However, now, he can conveniently complete the online identification process after obtaining an identification certificate for overseas Korean residents through the Overseas Koreans Certificate Center.

The government is scheduled to consistently provide proactive and inclusive services through a pilot service of issuing an Overseas Korean Resident Certificate, aiming to address the deprivation experienced by overseas Korean residents in using domestic Korean digital services and prevent them from incurring unnecessary costs any longer.

Issuing certificates will be a priority during the pilot service period, as the Overseas Koreans Certificate is a contactless identification service for overseas Korean residents. The Overseas Koreans Certificate can be issued through applications of Shinhan Bank and Viva Republica (Toss) when the service is launched on November 28 and from December onward, through KB Kookmin Bank, Woori Bank, and Hana Bank. The government plans to make various certificates available for overseas Korean residents in addition to the five types of certificates currently issuable.

In addition, the government plans to make various Korean domestic online services available to overseas Korean residents in line with the official opening of the Overseas Koreans Certificate Center, scheduled for 2025. These services will include electronic government*, electronic finance**, telemedicine***, and online education and shopping.

* 365 Overseas Korean Portal, Republic of Korea e-Apostille Service, etc.
** Those with existing bank accounts can use electronic financial services, such as account inquiry and transfer.
*** Reserving telemedicine services, and inquiring about and issuing medical confirmation at each medical institution

In the meantime, several governmental and financial institutions gathered to commemorate the official opening of the pilot service. They include KCC (Secretary General Cho Sung-eun), OKA (Commissioner Lee Sangdeok), MSIT (Director Kim Nam-cheol, Office of Network Policy), DPG (Secretariat Lee Byeong-yeon, Service Innovation Bureau), Korea Internet & Security Agency (Director Kim Jeong-hee, Digital Safety Group), KB Kookmin Bank (Managing Director Park Hyoeng-joo), Viva Republica (Vice President Qha Kim), Shinhan Bank (Vice President Lim Soo-han), Woori Bank (Vice President Kim Beom-seok), and Hana Bank (Deputy President Seon-yong Lee).

The KCC Secretary General said, “It is meaningful for the services of the Overseas Koreans Certificate Center to be available as it provides a digital platform that connects Korea with its overseas residents more closely.” He added, “The KCC will provide wholehearted support in realizing a digital inclusive society where everyone is equal.”

Director Kim Nam-cheol of the Office of Network Policy at MSIT said, “I would like to congratulate the establishment of the ‘Contactless Identification Support System for Overseas Korean Residents’ and its official launch of the services.” He also added, “The MSIT will be dedicated in ensuring the stable operation of the system and providing support for its operation.”

Secretariat Lee Byeong-yeon of the Service Innovation Bureau at DPG said, “It is expected that overseas Korean residents can enjoy the benefits of a digital platform government as they are provided with various identification methods to use Korean domestic digital services more easily and conveniently.” He also stated, “The DPG will be committed to supporting collaboration between relevant governmental organizations and private business entities for the establishment and expansion of this service at an early stage.”

The OKA Commissioner, Lee Sangdeok, said, “The overseas Korean residents community has been curious about which aspects of their rights have been improved since the launch of the OKA. This service allows them to experience those improvements firsthand.” The commissioner also mentioned, “Those who have lived overseas, even for a short period of time, must have realized the importance of this service. Although this is a pilot service, I would like to request efforts be made to promote it so that it can be expanded across the overseas Korean residents community.”

In addition, the Commissioner stated, “Previously, overseas Korean residents had to suffer from difficulties such as paying unnecessary prices to keep their Korean local cell phones activated for financial transactions in Korea and traveling long distances to overseas missions for certification. In this regard, the launch of the Overseas Koreans Certificate Center is a good example of the convergence between IT advancements in Korea and government administration. The OKA will be dedicated in continuously expanding digital public services.”
