Title Supporting policy for the Broadcasting underprivileged people

The caption broadcasting will be provided to the low-income deafs or blinds and the receiver chip for caption service is mandatory for every digital TV set by 2012.



Korea Communications Commission has decided to expand the number of the receiver for elders having auditory difficulties in use by 50% and infuse total KRW18.7billion by 2012 including KRW 7.4billion for expanding the access right to broadcasting.



KCC also plans to incite terrestrial broadcasting stations to expand Caption Service(100%), Chirology Service(5%) and Descrptive Video Service(10%) for handicapped people. In particular, in order to secure disabled children's right to learning, national education channel EBS programs will be reproduced as DVDs and web versions with subtitles and descrptive video services.

Furthermore, KCC plans to strengthen the media education for the multi-cultural families, new settlers(from North Korea) and handicapped people by using "Media Bus" which can visit them directly.
