ONE IN FOUR KOREANS USE GENERATIVE AI
There are concerns over exposure to illegal information and personal data leaks from the recommendation algorithm services of web portals and YouTube.
It has been found that one out of four Koreans has used generative AI services, such as ChatGPT.
There were concerns over illegal information exposure and personal data leaks regarding the web portal and YouTube algorithm recommendation services.
On the 29th, the Korea Communications Commission (KCC, Chairperson Lee Jinsook) and Korea Information Society Development Institute (KISDI, President Lee Sang-kyu) announced the results of the “2024 Intelligent Information Society User Panel Survey,” which widely covered user perception, behavior, and acceptance of intelligent information technology and services, such as AI.
The survey has been conducted since 2018 under the Framework Act on Intelligent Informatization with an aim of developing user-centered broadcast and communications policies following the spread of intelligent information technology and services. The survey involved 4,420 people aged 15-69 in 17 cities and provinces, who use their smartphones and the internet at least once a day.
Among the major survey findings, the generative AI service usage survey results showed that respondents' generative AI usage and paid subscrption increased significantly compared to the previous year.
A total of 24.0% of respondents said that they had used generative AI before, a two-fold increase year-on-year (11.7 percentage points), and 7.0% reported that they had used a paid subscrption service, a seven-fold increase from the previous year (0.9%).
The usage status of generative AI shows that generative AI was used most frequently for ▲text generation (57.2%), ▲voice and music generation (21.4%), and ▲image generation (11.8%), indicating that generative AI is being utilized in various ways, unlike the previous year when text generation took up the vast majority (81.0%).
The motivations for using generative AI results showed that “Efficient for information search” (87.9%) received the highest number of responses, followed by “Helpful for daily tasks” (70.0%) and “In need of someone to talk to” (69.5%). Overall, the figures were higher compared to the previous year.
On the other hand, the reasons for not using generative AI were, in descending order: “It seems difficult to use as it requires a high level of knowledge” (65.2%), “It seems that personal information could be leaked” (58.9%), and “It seems complicated to use” (57.3%).
The results were consistent with those from last year, indicating a need for support to enhance user capability.
Along with the spread of generative AI, various side effects have also been raised. In particular, concerns were high regarding job replacement (60.9%), decreased creativity (60.4%), copyright infringement (58.8%), and potential criminal misuse (58.7%).
Most respondents had a positive perception of the recommendation algorithm services offered by web portals and YouTube, with the most cited reason being “They match my preferences well” (web portal: 72.1%, YouTube: 71.3%).
Although the results were quite similar to those of last year, the response rates for positive perceptions have decreased in most cases compared to the previous year.
Meanwhile, regarding concerns about recommendation algorithm services, the highest concern of last year was “bias in values” (web portal: 49.9%, YouTube: 51.0%). However, this year, the top concerns were “exposure to illegal information” for portals (47.4%) and “leakage of personal information” for YouTube (48.2%).
In the survey on ethical responsibilities that users request of AI recommendation service providers, the most cited requirement was “disclosure of content selection criteria by the algorithm” (69.8%).
This represents a 7.0 percentage point and 16.0 percentage point increase compared to the figures from 2022 and 2023, respectively, highlighting the growing “user demand for the right to know” about how recommendation algorithms work.
The following item with a high response rate was “The need for institutional support from the government” when AI recommendation services act against the public interest. (63.7%).
Likewise, this is a 10.1 percentage point and 2.3 percentage point increase compared to the numbers from 2022 and 2023, respectively, demonstrating the need for user protection policies that align well with the AI era and meet the demand from the public.
Lastly, the sectors that users had the most experience in using intelligent information services were consumption (53.9%) and finance (37.8%). The sectors that saw an increase in user experience compared to the previous year were health (37.4%), medical care (19.7%), and finance (51.7%), in descending order. Intelligent information service use has increased overall.
The sectors where intelligent services are most likely to improve users’ lives were medical care (92.4%), finance (88.9%), and consumption (84.6%), in descending order, consistent with the previous year.
The KCC will thoroughly review user behaviors, perceptions, and concerns about intelligent information technology and services demonstrated in the survey and use the results to prepare user protection policies in the future.
