Title KCC makes digital conversion mandatory for broadcasters

In order to promote digital conversion of terrestrial broadcasters, it will become mandatory to reform HD programs and establish execution plans. Korea Communications Commission (KCC) announced on the 31st that it has prepared a revised bill regarding special digital conversion ordinance that imposes duties and conditions on terrestrial broadcasters to convert to digital broadcasting. The broadcasters could be charged with a penalty in the case that they do not meet these terms.

Preceding the execution of the special digital conversion ordinance in July, KCC reported the content of the revised bill at a general meeting on the 29th. The revised bill makes it mandatory for the broadcasters to reform their high-resolution digital broadcasting programs, find solutions for the low reception of digital broadcasting and improve transmission environment in order to complete the conversion to digital broadcasting by 2012. In addition, they must establish an execution plan for every year and actively publicize the termination of analogue broadcasting and the practice of digital broadcasting to the nation. In the case that the broadcasters do not follow their basic duties for providing digital broadcasting, they could face a penalty such as having their broadcasting station permission cancelled through administrative orders.
