KCC STRENGTHENS CONSUMER PROTECTION MEASURES FOLLOWING SKT CYBER BREACH
The KCC will monitor spam trends and provide education programs on consumer harm prevention to the vulnerable, easing inconvenience and anxiety.
The Korea Communications Commission (KCC, Chairperson Lee Jinsook) announced on the 2nd that it will enhance its consumer protection and market monitoring measures in response to the recent SK Telecom (SKT) cyber breach incident (April 19, 2025) to resolve consumer inconvenience and anxiety.
The KCC is closely monitoring spam report volumes and their details, in preparation for a potential rise in phishing and smishing attempts through the so-called bait text messages mentioning USIM replacement, USIM delivery, and USIM protection service subscrptions.
It will request mobile carriers to strengthen their intelligent spam filtering system in response to a surge in spam. If necessary, the KCC will promptly respond through the “Public and Private Spam Response Consultative Body,” consisting of relevant government agencies and businesses in the private sector.
Educational programs* on broadcasting and communications service use and consumer harm prevention targeting vulnerable people will include how to replace USIM cards, subscribe to the USIM protection service, and respond to spam related to the SKT data breach.
* These programs, which include education on financial fraud prevention and the use of digital platforms and AI, are expected to reach approximately 50,000 individuals in 2025.
The KCC also plans to enhance support for vulnerable groups by offering professional consultation services through the Online Harm 365 Center (www.helpos.kr, ☎142-235).
In addition, the KCC will conduct a special inspection of SKT-a designated identity verification agency-from May 6 to 8 to assess the security of its identity verification system, especially in response to illegal identity verifications and anomalies.
This special inspection is separate from the regular inspection (conducted in July) and will closely look at anomalies as well as technical and administrative measures of the identity verification system.
Meanwhile, the KCC will carry out on-site inspections at mobile retail stores and strengthen monitoring during the upcoming holiday. Strict penalties, including fines and penalty surcharges, will be imposed if there are any violations.
Chairperson Lee Jinsook stated, “The KCC will do its best with consumer protection to minimize damage and prevent secondary harm caused by the USIM hacking incident,” adding, “The KCC will spare no effort to take strong actions against any practices that disrupt the mobile communications market.”
