POLICY SHIFT NEEDED TO PROTECT AI SERVICE USERS The 3rd Public-Private Council was held to discuss policy directions aimed at enhancing user rights. The 3rd Public-Private Council was held to discuss measures to establish a system in order to improve user rights in the wake of changes in communications services induced by artificial intelligence (AI) services and related policy shifts. The Korea Communications Commission (KCC, Chairperson Lee Jinsook) and the Korea Information Society Development Institute (KISDI, President Lee Sang-kyu) hosted the "3rd Public-Private Council for the Protection of Artificial Intelligence Service Users" in Seoul on the 15th to discuss user protection issues and response measures in light of AI technology advancements and changes in the policy environment. The KCC established the "Public-Private Council for the Protection of Artificial Intelligence Service Users " in July of last year to proactively address user protection issues arising from the advancement of AI technology, and held two meetings last year. Likewise, public-private council meetings will be held in the first and second halves of this year to delve into various AI-related issues and to establish a policy foundation for creating a safe AI environment. At the third council, Professor Sun Ji-won of Hanyang University delivered a keynote speech titled "Regulating Illegal and Harmful Information Online and Ways to Enhance User Rights Amid the Spread of AI Services," highlighting the need to shift toward policies that differ from those of the past. He emphasized the need to shed light on the dynamic relationships among the various stakeholders within the AI industry ecosystem to address new side effects?such as sexually manipulated content (deepfakes) and hallucinations?that are emerging due to the unique characteristics of AI services, which operate differently from traditional platform services. Following Professor Sun's presentation, members of the Public-Private Council, representing diverse fields such as industry, law, academia, and civil society, conducted a comprehensive discussion. They explored user protection issues from multiple perspectives and engaged in dialogue on realistic action plans for businesses and effective policy directions for the government to enhance user rights. Seoul National University Professor Lee Won-woo, the chairperson of the Public-Private Council, stated, "The proliferation of AI has changed the patterns and methods of using communications services, making it necessary to amend regulations and policy approaches that were initially designed to protect users." He added, "I hope the discussions on changes in the policy environment and various regulatory solutions proposed through today’s presentation and debate will continue and lead to effective policy outcomes." Chairperson Lee Jinsook, who attended the meeting, emphasized, "For the stable and long-term growth of the AI industry, it is necessary to craft policies that protect users from emerging side effects while not hindering AI innovation and development." She went on to state, "The opinions proposed in today's meeting will be thoroughly reviewed and reflected in policies to create a safe and reliable environment for the utilization of AI." The council drew approximately 30 attendees, including experts from academia, law, media, statistics, and ICT, as well as representatives from civic organizations, consumers, mobile carriers, internet service providers, the government, and public institutions.
