Standing Commissioner Ko Sam-seog presents at Asia Media Summit 2019, strengthens cooperation with Asia-Pacific countries on falsely manipulated information


On June 12, Korea Communications Commission (KCC) Standing Commissioner Ko Sam-seog represented the Korean government at the 16th Annual Asia Media Summit (AMS 2019) held in Siem Reap, Cambodia. He attended the opening ceremony in the morning and met with Prime Minister Hun Sen of Cambodia as well as other Cambodian government officials. This year’s event was the largest in its history, with approximately 600 participants from key Asia-Pacific governments and broadcasters in attendance.


Following the morning’s meeting, Commissioner Ko presented on “Korea’s Media Policy in the Digital Revolution Age” during the Ministerial Session titled, “How can we adopt to Digital Revolution?” In his presentation, Commissioner Ko defined the five “hyper phenomena of 5G (hyperconnectivity, hyperconvergence, hyper intelligence, hyper real, hyper gap) and emphasized that the 5G era will also bring about a completely new future for the media sector as well.

Additionally, Commisioner Ko proposed three strategies for media in the digital revolution: spread Hallyu content; establish a Korean content distribution platform; and strengthen Korea’s status as a leading country in 5G. He touched upon measures to alleviate the side-effects of the digital revolution such as how to reduce the digital divide and protect users. Finally, Commissioner Ko also emphasized President Moon’s inclusive innovation strategy to pursue innovation and growth while ensuring that all policies are people-centered, and proposed sharing these values with other Asia-Pacific countries.


In the afternoon of the same day, Commissioner Ko also attended a sideline meeting with Cambodian Minister of Information Khieu Khanarith, Myanmar Minister of Information Pe Myint, Philippines Secretary of the Presidential Communications Operation Office Martin Andanar,
Samoa Deputy Minister of Communication and Information Technology, Asia Institute of Broadcasting Development President Fayyaz Sheheryar and others to discuss falsely manipulated information (fake news), media digitalization and other issues.

The meeting attendees acknowledged the seriousness of the issue of falsely manipulated information and agreed to release plans for a roadmap on responses to falsely manipulated information. Additionally, they agreed that efforts on this issue should be centered on neutral, international organizations like AIBD or UNESCO, and to include other countries outside of the Asia-Pacific like the United States ad the EU in future discussions.


Commissioner Ko continued discussions on strengthening policy exchange cooperation in the field of broadcasting on the second day of AMS 2019. He discussed the digital switchover, online media regulation, media literacy policies, and broadcasting’s role in social cohesion and shared Korea’s experiences in these matters in a bilateral meeting with the Myanmar Minister of Information. The commissioner and minister also touched upon content co-production and active content exchange projects so that Hallyu could spread from other parts of Southeast Asia to Myanmar as well.
