KCC Chairman Meets with European Parliament LIBE Committee Delegation, Discusses Adequacy Assessment and Strengthening Korea-EU Cooperation in Data Protection


On October 30, KCC Chairman Lee Hyo-seong and Vice Chairman Hur Wook met with the Chair of the European Parliament’s Committee on Civil Liberties, Justice and Home Affairs (LIBE) during the LIBE delegation’s visit to Korea. During the meeting, the delegation learned more about Korea’s data protection overall and the two sides agreed to strengthen Korea-EU cooperation in data protection.


As one of the 22 European Parliament committees, LIBE is responsible for data protection, human rights, terrorism response, as well as other relevant areas. According to the EU adequacy assessment process, the European Parliament submits comments on the European Commission’s draft adequacy decision. Accordingly, the LIBE committee, as the body overseeing data protection in the European Parliament, plays an important role in this process.


The five-member LIBE delegation was headed by LIBE chair Claude Moraes and stayed in Korea for five days, from October 29 to November 2. The purpose of the visit was to better understand Korea’s personal data protection system and meet with the governing ministries, relevant committees from the National Assembly, civic groups, and representatives from industry and academia.


The KCC-LIBE meeting included discussions of how Korea addresses data protection, and an explanation and Q&A regarding adequacy discussions. The Korean side presented an overview of data protection in the country and the government’s direction, and the LIBE delegation inquired about laws and regulations, governance, the independence of governing authorities, and actual examples of enforcement, among other issues related to data protection in Korea.


Through this exchange the KCC and LIBE were able to enhance their mutual understanding of their respective data protection systems, and moving forward, the two sides agreed to cooperate closely in response to emerging issues in order to promote exchange in the digital economy, including adequacy assessment.


KCC Chairman Lee Hyo-seong commented, “Considering the strategic partnership between Korea and the EU, cooperation based on trust in data protection must exist to respond to the growing fourth industrial revolution, which is fueled by data.
