KCC Chairman Hears from OTT Operators


On June 26, Korea Communications Commission Chairman Lee Hyo-seong met with six broadcasting and communications OTT operators (Pooq, TVing, Everyon TV, Oksusu, Olleh TV mobile, UPlus Mobile Tv).


In his opening remarks, Chairman Lee said that “considering the development of technology and changes in way people interact with media, and changes in the global market, OTT business is no longer an option.” He asked that stakeholders apply relevant knowledge and experience from network and platform operation, and for proactive investment in content production and distribution in order to promote the domestic broadcasting and communications industry.

The operators affirmed that there is a trend of increasing investment in OTT, but expressed concern that global operators, with their immense capital, would dominate the market once they entered the Korean market. They added the need for policy and institutional support to ensure efficency and fairness across the broadcasting and communications ecosystem.

In particular, the operators requested that careful attention be paid to allow domestic operators an equal position in the market, and that global operators be made to pay a network use fee under the same conditions as domestic operators.

Chairman Lee commented, “It is a valid point that any regulation that does not apply equally to global operators should not be implemented in Korea,” and added that a related legislative amendment has been submitted to the National Assembly. He emphasized that every effort will be made to create the minimal regulations necessary to create a market with fair competition and protect users and not hold back the development of the OTT industry.


Chairman Lee explained that since November of 2018, the KCC has worked with Ministry of Science and ICT to draw up a guideline on contracts for fair use of Internet networks, and that the KCC is researching practical regulations on unfair practices regarding network use.

The meeting participants acknowledged the importance of content production and distribution in the OTT era, and agreed to build upon the global success of Hallyu to strengthen a global response in the broadcasting and communications field through public-private cooperation.
